Building a foundation for transformation at Pacific Gas & Electric

PG&E’s Office of the CIO (OCIO), a 1,500-person division responsible for IT support and vegetation management, faced challenges from leadership turnover and failed transformation efforts. These disruptions led to misalignment, operational inefficiencies, and resistance to change. With a new CIO in place, the OCIO aimed to establish a Transformation Office to align with PG&E’s True North Strategy and improve efficiency, customer experience, and risk resilience.

CMGT supported this initiative by conducting 55 interviews with executives and stakeholders to assess challenges, facilitating three transformation workshops to define strategy and action plans, and coaching leaders on driving change. CMGT also developed a comprehensive change management and communications plan using the ADKAR model to guide implementation.

As a result, the OCIO established clearer communication, improved stakeholder engagement, and increased employee participation in transformation efforts. CMGT’s work helped shift the OCIO from a reactive approach to a structured, proactive change management strategy.
